Current framework

LEGAL BASIS

Mining and Minerals Act 2022

Section 150 establishes the basic rule that minerals may not be exported from Uganda without an export permit issued under the Act.

DEALER LICENCE

Precious metals

DGSM classifies gold as a precious metal. A relevant Mineral Dealer's Licence expires on 31 December of the year of issue.

EXPORT

Permit per consignment

The 2024 licensing procedure requires a valid MDL or Mineral Right and a separate export permit for the specific consignment.

DOCUMENT TRAIL

Origin and analysis

Where minerals are of foreign origin, source-country documents are required; royalty evidence, certificate of origin and analysis may also apply.

REGION INVESTS verification points

Valid precious-metals MDL or other applicable Mineral Right.
Export permit for the specific consignment.
Documented provenance and chain of title/custody.
Royalty, origin/analysis certificates and shipment-data consistency.
Key control: a commercial contract or assay report does not replace the statutory export permit.
